Digital Literacy & Capacity Building

The Digital Literacy and Capacity Development (DLCD) Department drives the implementation of NITDA’s Strategic Roadmap and Action Plan (SRAP) in alignment with the Federal Government’s digital economy agenda. It focuses on transforming Nigeria into a leading digital economy that ensures quality life and digital skills for all.

In line with NITDA’s mandates, the DLCD collaborates with stakeholders to enhance digital literacy, skills, transformation, innovation, and entrepreneurship. It also promotes the adoption of emerging technologies to maximize national value creation.
The department’s ultimate goal is to accelerate job creation, economic growth, wealth generation, and prosperity through digital initiatives and skills development.

The vision of DLCD department is to position NITDA as the prime driver and catalyst for digital literacy and IT talent pool in Africa. DLCD department’s viewpoint is summarized by the following statements:

Value-first approach;

Digital skills for all citizens;

Enabling platforms; and

Strategic collaborations and partnerships.

The DLCD department’s strategic focus is to:

Design and develop instruments, incentives and initiatives to support the achievement of the digital literacy and skills target in line with the Agency’s SRAP and in alignment to NDEPS;

Identify and address the IT talent gap in Nigeria by developing standards to balance supply with demand;

Create strategic partnerships to scale impact and strengthen engagement in the public and private sectors for building capacity on literacy and skills;

Support policymakers to frame digital literacy & skills policies and education curriculums at all levels; and

Maintain a 360 view of all the digital skills and capacity-building initiatives of the agency.

GENERAL FUNCTIONS

To champion the implementation of the digital literacy and skills pillar of NITDA’s SRAP by promoting the development and adoption of standards, and facilitating programs and initiatives on massive trainings and capacity development for different categories of Nigerian citizens.

To create an ecosystem that will strengthen engagement and collaboration between relevant stakeholders in the public and private sectors, towards achieving the target of 95% digital literacy level in Nigeria by 2030 as specified in NDEPS.

To increase access to training content for Nigerians by facilitating access to massive open online courses (MOOC).

To monitor and track the diffusion of digital skills across the country and progress made towards achieving policy targets.

To serve as an interface between NITDA and external partners on all matters related to digital literacy and capacity development.

To Interface with other departments, units and subsidiaries within the Agency for effective monitoring, evaluation and record keeping of digital capacity development initiatives.

UNIT FUNCTIONS

DIVISION 1: DIGITAL LITERACY AND SKILLS DIVISION
1. Digital Literacy & Skills Unit
To design and develop comprehensive standards, strategic roadmap and guideline for implementation of the National Digital Literacy Framework (NDLF);

Facilitate programs and initiatives for mass advocacy on digital literacy and skills for the rapid increase in participation of Nigerians;

Partner with the private sector, multinationals and other development partners to create custom made (and on demand) digital skills schemes for upscaling specific sectors such as digital entrepreneurship, military, paramilitary;

Develop programs for bridging the digitals skills gap of the public sector workforce in

Federal, State and Local Government; and

Provide advisory services on digital skills programs to facilitate work process and service delivery at both government and private level.

2. Curriculum & Platform Management Unit
To standardize digital education and IT curriculums for Nigeria;

To develop massive open online courses through NITDA Academy LMS;

To support the creation of an enabling environment for building Digital capacity development to be incorporated in both formal and non-formal education;

To facilitate the creation of industry certified digital skills and IT trainers in Nigeria;

Support policymakers to frame digital literacy and skills policies for the inclusion of education curriculums at all levels; and

Facilitate the inclusion of digital literacy and skills certification at all tiers of public sector.

DIVISION 2: IT CAPACITY DEVELOPMENT

1. IT Professional Capacity Development Unit
Design a long-term plan and strategic roadmap to develop specialized IT skills on emerging technology, professional training and certification in Nigeria.

Conduct periodic Nigeria IT talent gap assessment to identify industry demand and facilitate initiatives to supply the appropriate IT talent;

Develop initiatives that will foster hands-on IT skill for both formal and informal educational sector;

Develop partnerships with stakeholders to implement initiatives on IT specialized skills.

2.Partnership and Data Analytics Unit
Create an ecosystem to strengthen engagements in the public and private sectors to achieve the target of 95% digital literacy level by 2025 as specified in the NDEPS.

Engage in stakeholders’ consultative meetings with federal, states and local governments to drive digital literacy and skills at all levels;

Serve as interface between NITDA and external stakeholders / partners for digital capacity development collaborations;

Collaborate with internal stakeholders (Departments/Units/Offices) on capacity development programs; and

Maintain the database of all capacity building initiatives sponsored by the Agency both locally and internationally.
