The Information Technology Infrastructure Solutions (ITIS) Department, under the National Information Technology Development Agency (NITDA), plays a crucial role in realizing the Agency’s mandate of IT regulation, development, and advisory services for the nation. Established to address the growing need for robust, innovative, and sustainable IT infrastructure across Nigeria, the Department fosters digital transformation and drives socio-economic development through technology. Its core objective is to catalyze IT development by implementing comprehensive infrastructure strategies aligned with national goals across key sectors such as education, healthcare, agriculture, finance, and governance—ensuring a competitive, inclusive, and globally relevant technology ecosystem.

The ITIS Department’s mandate is driven by a commitment to the following six core objectives:

- Develop Nigeria’s Domestic Software sub-sector
- Develop Nigeria’s Domestic Hardware sub-sector:

Function of the Department/Sub Structure
The ITIS Department is structured to drive the development of sustainable and innovative IT infrastructure in Nigeria. Its key functions are strategically aligned with the Agency’s mandate and objectives.
Departmental Functions
Design, plan, and implement comprehensive IT infrastructure strategies that align with national development goals and sector-specific needs such as Data Centers, internal support systems, and sectoral IT infrastructure for education, healthcare, agriculture, finance, and government.
Create and implement initiatives, support regulations, and policies to enhance local software development capabilities and stimulate demand for Nigerian-made software. This involves supporting the software industry through skills upscalling, innovation grants, and regulatory support.
Design and implement initiatives aimed at enhancing the IT hardware sub-sector (including Original Equipment Manufacturing – OEM) by fostering local production, quality control, and demand for domestically produced hardware. The department supports OEMs through capacity development and investment incentives.
Collaborate with the relevant Departments to develop, promote, and implement IT infrastructure-related policies and regulations. This ensures the creation of a conducive environment for technological advancements, including cybersecurity, data privacy, and IT compliance frameworks;
Design, promote and implement initiatives that bridge the IT Infrastructure digital divide in underserved and rural areas to ensure equitable access.
Promote the establishment and support for innovation hubs, tech parks, and incubation centers across Nigeria to foster a culture of innovation, entrepreneurship, and collaboration among IT professionals, startups, and businesses. These hubs serve as ecosystems that accelerate tech solutions for local and international markets;

Collaborate with relevant Deaprtments and stakeholders to lead research efforts to explore emerging technologies such as cloud computing, AI, blockchain, and IoT, and how they can be integrated into national infrastructure development strategies;Lorem ipsum dolor sit amet, consectetur adipiscing elit. Promote the retooling and upskilling of IT professionals, ensuring the development of a highly skilled workforce to support the growth of Nigeria’s IT infrastructure;
Implement systems to monitor the performance, security, and resilience of IT infrastructure across different sectors, ensuring continuity and disaster recovery capabilities;
Promote the implementation of integrated IT Solutions in the Housing and Road Infrastructure across the country;
Foster partnerships with international organizations, private sector players, and educational institutions to promote collaboration in IT infrastructure development;
Promote the implementation of initiatives for IT Security Infrastructure across the country;
Any other function as directed by the Agency.
