The Project Management Department (PMD) serves as the central coordinating body for all National Information Technology Development Agency (NITDA) projects. The department functions as the primary governance structure responsible for ensuring comprehensive project oversight across the organization’s portfolio. PMD provides comprehensive support services to project managers and cross-functional teams throughout the organization. This includes the development and maintenance of a centralized repository of project management best practices, methodologies, and institutional knowledge to enhance organizational capability and consistency in project delivery. The department’s activities encompass the full project lifecycle, including strategic planning, systematic execution, and comprehensive evaluation processes. These functions are strategically aligned to advance Nigeria’s digital economy transformation agenda and support the achievement of national technology development objectives. Through its integrated approach to project management, the PMD ensures that all organizational projects contribute meaningfully to NITDA’s mission of driving digital innovation and technological advancement across Nigeria’s public and private sectors.
Objectives
The Project Management Department (PMD) of the National Information Technology Development Agency (NITDA) is dedicated to ensuring the effective execution of projects aligned with the agency’s mandate to advance Nigeria’s digital economy. The objectives of the PMD are as follows:
- Establish Project Management Standards: Develop and implement consistent, standardized processes for managing IT projects to ensure adherence to best practices and alignment with NITDA’s strategic goals.
- Ensure Project Alignment with Objectives: Oversee IT projects to ensure they meet defined objectives, scope, and deliverables as outlined in project plans, maintaining compliance with NITDA’s regulatory frameworks and national IT policies.
- Facilitate Stakeholder Coordination: Coordinate with internal departments, external stakeholders, consultants, and beneficiaries to foster effective communication, ensuring high-quality project delivery and improved success rates.
- Monitor and Evaluate Project Impact: Conduct socio-economic impact assessments to evaluate the effectiveness of NITDA’s IT projects, focusing on skills development, community involvement, partnerships, and overall contributions to national development.
- Optimize Resource Utilization: Ensure projects meet budgetary and performance specifications, promoting efficient use of resources to deliver value for money and support sustainable IT infrastructure development.
These objectives align with NITDA’s broader mission to develop and regulate Nigeria’s information technology sector, as mandated by the National Information Technology Development Act (2007).
Functions
- Project Oversight and Contractor Collaboration Provide comprehensive supervision of project implementation throughout all phases of the project lifecycle. Foster collaborative partnerships with contractors to effectively manage project workflows and ensure timely completion of all project deliverables.
- Strategic Performance Evaluation Conduct systematic evaluation of project performance metrics to ensure alignment with NITDA’s strategic objectives and organizational impact goals.
Key Functional Areas - Multi-Project Environment and Resource Management Serve as the primary function of the Project Management Department (PMD), encompassing comprehensive oversight of all active projects while maintaining current and accurate project data.
- Project Implementation and Service Delivery Provide operational support through direct project management. This includes hands-on management of critical project elements and coordination of specialized project services.
- Professional Development and Capacity Building Deliver comprehensive training and coaching programs for project managers and process participants. Develop and implement career advancement pathways for project management professionals within NITDA
- Methodology and Process Optimization Research, select, and adapt project management methodologies and processes to align with organizational needs and stakeholder requirements. Oversee the selection, implementation, and management of appropriate tools and technologies to support various roles within project and portfolio management functions.
